These pictures of flooding by the Three County Fairgrounds were all taken on March 7. The first two show Cross Path Road, temporarily closed by the city. The last shows a pipe discharging water near the intersection of Fair Street and Cross Path Road.

The Conservation Commission signed off on the work last spring as an amendment to the fairground’s application to tear down some old horse barns and construct three new barns with 100 stalls each. That $4 million project represents the first step in an ambitious $36 million makeover of the fairgrounds. The grand plan includes the creation of an 80,000-square-foot exhibition building that would allow the fairground to host events year-round.

Following the Conservation Commission’s approval of the amendment, 24 citizens filed an appeal, voicing concerns that the project does not adequately address concerns about stormwater disposal and other issues.

Bruce Shallcross, general manager of the Three County Fairground, said Tuesday that those plans are now on hold.
