Video: Board of Health Charter Changes, March 1, 2011

Here is a complete blip.tv video of the 3/1/11 joint hearing on Board of Health charter changes. Mayor Clare Higgins presided over a meeting of the Social Services and Veterans Affairs Committee, the Public Safety Committee, the Board of Health, and the Economic Development, Housing and Land Use Committee. This video is 52 minutes long and was recorded by Adam Cohen. No votes were taken at this hearing.



Below is a 12-minute YouTube HD excerpt from the hearing, where the attendees debate whether the mayor or the city council should appoint members to the Board of Health. Ward 3 Councilor Angela Plassmann favors the latter. Ward 7 Councilor Gene Tacy favors having all applications to city boards provided to the city councilors, but with the mayor having power to appoint. Currently, anyone wishing to view the complete set of applications to city boards must request it from the mayor’s office.

Ward 2 Councilor Paul Spector and Councilor At-Large David Narkewicz joined Mayor Higgins in preferring that the mayor have the power to appoint members to the Board of Health. The mayor also expressed concern that distributing all applications out to the city council might embarrass those applicants who are not recommended for appointment.
