Video: Conservation Commission, 11/12/09: Three County Fairgrounds

CONSERVATION COMMISSION in the Hearing Room 18, City Hall 210 Main Street, Northampton, MA for a public hearing:

5:00 PM Three County Fairgrounds for a Wetlands Order of Conditions for a complete redevelopment of the site, with five major new buildings created, with compensatory storage met by the demolition of most of the existing buildings.
The meeting included discussion of the impact of stormwater runoff on abutting properties, with comments by abutter and former Ward 3 City Councilor Maria Tymoczko. The hearing on the Fairgrounds was continued to the December 10 meeting of the Conservation Commission. Watch the City Calendar for details.

Former Ward 3 City Councilor Maria Tymoczko, an abutter to project, said that the drainage swale designated for overflow stormwater output was on her property. “The City owns no right of discharge at that location,” she said. “The swale is on my land. I want no ‘improvement’ to my swale without my input. I don’t want my tree line ‘improved’ away. The city does not own that property.”

While Chair Kevin Lake remarked that property line issues are not the technical purview of the Conservation Commission, member Downey Meyer opined that issues regarding the ownership and condition of the swale, responsibility for ongoing maintenance, and questions about how the system would function during snow and ice melt conditions constituted adequate grounds to delay making an immediate decision.
